SUPPLEMENTAL/BID BULLETIN

In today's pre-bid conference
(May 25, 2010), the following issues were discussed and clarified
and are hereby issued to constitute Bid Bulletin No. 1 for the
purpose of the bidding of security services for PCVC:
Question #1 - Is the ten (10)
years experience for a security agency as stated in Scope of
Services/Requirements, Terms of Reference mandatory and in
existence?
Answer from BAC - Yes, it is
explicitly stated in the Terms of Reference (TOR) and not only
in existence but also operational.
Question #2 - What is the coverage
of remittances for PHILHEALTH, PAG-IBIG Fund and SSS? Under
what category would it be, Technical or Financial documents?
Answer from BAC - It was agreed
that the coverage will be the first quarter of 2010 remittance,
which is January - March 2010. This will be submitted under Technical
documents.
Likewise the following will form
part of the Technical documents
1. License to operate (issued
by Philippine National Police)
2. Bid security in the prescribed
form, amount and validity period
3. Manpower requirements
Question #3 - What will happen
to the bidders' bid security after the bidding procedures?
Answer from BAC - All the bid
securities will be properly acknowledged and kept safely until
the120-day validity.
Question #4 - What would be the
basis for the bid price, would it be the PADPAO or the rate under
existing labor law?
Answer from BAC - For so many
years PCVC has applied the rate of PADPAO, However, any increase
in rate as mandated by law will be implemented immediately.
AMENDMENT - As per revised Implementing Rules
and Regulations (IRR) of RA 9184, the following eligibility documents
will be incorporated in one (1) form and will be known as Omnibus
Sworn Statement:
1. Certification of Non-Inclusion
in the Blacklist
2 Letter of Authority to Validate Submitted Documents
3. Certificate of Authenticity
This will form part of TECHNICAL
DOCUMENTS.
