INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

 

The Philippine Convention and Visitors Corporation (PCVC) thru the Bids & Awards Committee (BAC) invites suppliers to bid for the hereunder project:


Name of Project : Public Bidding of Janitorial Services
for July 2010 to June 2011

Approved Budget for the Contract (ABC) : P1,900,000.00

Contract Duration : One (1) year, however, the procuring entity will have the option of renewing the contract every year for a period of three (3) years depending on the performance of the janitorial agency.

Bids received in excess of the ABC shall be automatically rejected at the bid opening.

Prospective bidders must have been in the business for at least five (2) years prior to the advertisement and/posting of the Invitation to Apply for Eligibility and to Bid (IAEB).

Interested bidders should be registered under the Philippine Government Electronic Procurement System (PhilGEPS).

Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criteria as specified in the Implementing Rules and Regulations of Republic Act 9184, otherwise known as the "Government Procurement Reform Act,". As such, non-submission of any of the eligibility and technical requirements will result in the disqualification of prospective bidders.

Bidding is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Only bids from bidders who pass the eligibility check will be opened. The process for the eligibility check is described in the Instruction to Bidders (ITB), Section III of the Bid Documents. The bidder with the Lowest Calculated Bid (LCD) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

All particulars relative to this bidding shall be governed by the pertinent provisions of Republic Act No. 9184 and its implementing Rules and Regulations.

Complete sets of Bid Documents may be obtained at the BAC Secretariat c/o Diana Sarmiento, Administrative Department, PCVC, 4/th Floor Legaspi Towers 300 Roxas Boulevard, Manila (tel. nos. 525-9318 loc. 215/208) upon payment of non-refundable fee of P1,000.00. Duly accomplished eligibility forms and bids shall be submitted in sealed envelopes addressed to the BAC Chairperson, to be submitted at the above address.

All Bids must be accompanied by a Bid Security in any of the following forms a) Cash, Cashier's/manager's Check, b) Surety bond callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security;

Eligibility requirements and bids presented after the deadline of submission shall no longer be accepted by the BAC.

The Philippine Convention and Visitors Corporation reserves the right to reject any or all bids, declare a failure of Bidding at any time prior to the contract award, or not to award the contract, without thereby incurring any liability, and make no assurance that a contract shall be entered into as a result of the bidding. Likewise, the PCVC may waive any minor defect therein and accept the offer most advantageous to the government. Further, the PCVC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
