The Tourism Promotions Board (TPB) thru the Bids & Awards Committee (BAC) invites suppliers to bid for the hereunder project:

Name of Project  :  Production of Production House to Manage the Launching of 2010 Philippine Brand Campaign
     
Approved Budget for the Contract (ABC) P500,000.00

Bids received in excess of the ABC shall be automatically rejected at the bid opening.

Interested bidders should be registered under the Philippine Government Electronic Procurement System (PhilGEPS).

Only bids from bidders who pass the eligibility check will be opened.

Quotations shall be addressed to the undersigned.

All particulars relative to the quotation opening, evaluation, and award shall be governed by the provisions of RA 9184 and its implementing rules and regulations.

Submission of Eligibility Requirements and Bids shall be submitted in sealed envelopes addressed to the BAC Chairperson, to be submitted at the BAC Secretariat c/o Diana Sarmiento, Administrative Department, PCVC, 4th Floor Legaspi Towers 300, Roxas Boulevard, Manila (tel. no. 525-9318 loc. 215/208).

Eligibility requirements and bids presented after the deadline of submission shall no longer be accepted by the BAC.

The Tourism Promotions Board assumes no obligation whatsoever to compensate or indemnify the bidders for any expense that they may incur in the preparation of their bids. The Tourism Promotions Board also reserves the right to reject any of all bids to waive any defects found therein and to accept the bid most advantageous to the government.

TERMS OF REFERENCE (TOR)

I. Philippine Presentation:

Launch of the new Department of Tourism 2010 Philippine Brand Campaign.

1. Date  :  November 15, 2010
2. Time :  6:30 p.m.
3. Venue  Oceana Event Place, San Miguel by the Bay, SM Mall of Asia
4. Invitees Government Officials and members of the Travel Trade Sector (Hoteliers, Airline Representatives, Restaurant Operators etc.) plus Media Practitioners
5. Program Sequence Welcome Reception
- Opening of Program
- Welcome Message
- 3D Animation (1 minute)
- Opening Fireworks (1 minute)
- Unveiling of Brand/logo
- Singing of "Kay Ganda Ng Pilipinas" song
- Cocktails with 30 minute entertainment/production number
- Farewell Reception
 

II. Technical Requirements:
1.  Must be Filipino owned, operated and legally registered Production House under
Philippine laws; 
2.  Must have minimum of 1 year experience in organizing large scale events; must submit list of large scale local events handled in the past and list of current ongoing/forthcoming projects;
3.  Must have demonstrably good reputation in the field of corporate launches/events utilizing both entertainment and arts management components. 
4.  Must have the necessary skills and manpower support to implement the project.
5.  Must be able to submit a highly creative proposal on how to integrate the different aspects of the event;
6.  Must have a wide network of talent contacts and should be able to negotiate preferential rates and terms;
7.  Must have the necessary skilled manpower support to implement the project;

III. Scope of Services:

1.  Manage and direct the preview of the 2010 Philippine Brand Campaign;
   
2.  Create a Production Team (to oversee the light, sound, audiovisual and other physical and technical requirements, entertainment, script/ spiels etc…of the event launch: 
2.1 Over-all Program Director
2.2 Technical Director
2.3 Lighting Designer/Director
2.4 Production/Stage Manager
2.5 Stage Designer
2.6 Script Writer
2.7 Computer / Video Operator/Technician
2.8 Spinner
2.9 Production Crew (minimum 10 pax)
   
3.  Provide appropriate and the best performers:
3.1 Pianists and Saxophonists - for the welcome reception
3.2 Show band (complete with musical instruments) - for the cocktail reception
3.3 Voice over - for the entire program
   
4.  Provide and oversee installation/operation of the following technical and other equipment covering both indoor and outdoor areas of the event venue:
4.1 Lights and Special Effects (indoor and outdoor)
4.2 Sound system (microphones et al.)
4.3 Outdoor Band satellite stage (acrylic lighted) and trusses
4.4 LCD screen and projector for the indoor stage
4.5 Trusses for the logo reveal
4.6 Genset (150 KVA)
   
5.  Provide Ushers/usherettes in Costume/s plus the necessary props (cigarette box etc.) 
   
6.  Oversee and coordinate rehearsals of performers and present a final dry-run and technical rehearsal of the event launch at least one (1) week before the event;
   
7.  Prepare the detailed program scenario, technical script and voice over spiel;
