Submission and opening of sealed quotation shall be at the Tourism Promotions Board (TPB), c/o Administrative Department at 4th Floor Legaspi Towers 300, Roxas Boulevard Manila 1004, on 22 October 2010, 3:00 p.m.

Quotations shall be addressed to the undersigned.

All particulars relative to the quotation opening, evaluation, post qualification and award shall be governed by the provisions of RA 9184, and its implementing rules and regulations.

The Tourism Promotions Board assumes no obligation whatsoever to compensate or indemnify the bidders for any expense that they may incur in the preparation of their bids. The Tourism Promotions Board also reserves the right to reject any of all bids to waive any defects found therein and to accept the bid most advantageous to the government.

TERMS OF REFERENCE (TOR)

 

I. Philippine Presentation:

Launch of the new Department of Tourism 2010 Philippine Brand Campaign.
1. Date  :  November 4, 2010
2. Time :  7:00 p.m.
3. Venue  Oceana Event Place, San Miguel by the Bay, SM Mall of Asia
4. Invitees Government Officials and members of the Travel Trade Sector (Hoteliers, Airline Representatives, Restaurant Operators etc..) plus Media Practitioners
5. Program Sequence Welcome Reception
- Opening of Program
- Welcome Message
- 3D Animation (1 minute)
- Opening Fireworks (1 minute)
- Unveiling of Brand/logo
- Cocktails with 30 minute entertainment/production number
- Farewell Reception
 

II. Eligibility Requirements:
1.  Must be Filipino owned, operated and legally registered Technical Equipment & Graphics Service Provider under Philippine laws; 
2.  Must be duly registered with the Philippine Government Electronic Procurement System (PhilGEPS); 
3.  Must have minimum of 5 years commercial experience in the field of outdoor advertising/graphic services;  
4.  Must have both the technical skills and physical facilities to design and create the logo replica and the creative requirements for the event based on the exact specifications of the client; 
5.  Must have a good creative team adept with use of innovative solutions and state of the art technology; 
6.  Must own latest models of printing equipment/production facility to ensure premium quality products. 
7.  Must have received top awards/recognition in this field/Industry; 
8.  Must have serviced top ranking Corporations and Companies. 

III. Technical Eligibility Documents:

2.  Philgeps accreditation papers;
3.  List of foreign and local clientele serviced and awards received 

IV. Scope and specification of the Services:
1.  Provide and oversee the production of the following:
  a.  Logo replica of the DOT 2010 campaign brand (1 pc.)
Specifications:
- Giant lighted Cut out letters (17 pcs.) "PILIPINAS KAY GANDA"
- Size: 10 ft. high, 1.5 ft. deep by 3 feet with electrical works and fluorescent
  b.  Side Murals (Philippine Destination Shots)
Specifications:
- 2 units Tarpaulin with 15 ounces digital print
- 24 ft. by 12.4 ft.
- With metal studs. Metal tracks to form the frame
 
  c.  Partition Sidings (framing and lining for the 3D screens)
Specifications:
- 7 units
- 5.7m by 3.4m (18.7 ft. by 11.16 ft.)
- Metal furring, metal bolts
- Digital Print Tarpaulin
 
  d.  Stage backdrop with 9ft. x12ft. framing
- 1 unit
 
2.  Create a Team to conceptualize the design and fabricate/produce the aforesaid products required for the launch 
3.  Provide the necessary support equipment/tools to display the items/products and oversee its proper installation and dismantling; 

Bid price ceiling is PhP 500,000 inclusive of taxes. Deadline for submission of bids should be at the close of Office hours on _________.

a. ELIGIBILITY DOCUMENTS

Class "A" DOCUMENTS 
  Department of Trade and Industry (DTI) business name registration or SEC Registration Certificate, 
Valid and current Mayor's permit/municipal license 
Statement of ongoing and similar completed government and private contracts for the past 2 years, including contracts awarded but not yet started 
  Audited financial statements, stamped "received" by the BIR or its duly accredited and authorized institutions, for the immediately preceding calendar year, showing among others the total assets and liabilities. 
  Duly signed computation of NFCC or a commitment from a licensed bank to extend to him a credit line if awarded the contract or a Cash deposit certificate 

Class "B" DOCUMENTS 
  Valid joint venture agreement, if applicable
  Phil-GEPS Certificate of Registration

b. TECHNICAL DOCUMENTS

  Manpower requirements per attached Terms of Reference
  Omnibus Sworn Statement
