Submission and opening of sealed quotation shall be at the Tourism Promotions Board (TPB), c/o Administrative Department at 4th Floor Legaspi Towers 300, Roxas Boulevard Manila 1004, on 22 October 2010, 11:00 a.m.

Quotations shall be addressed to the undersigned.

All particulars relative to the quotation opening, evaluation, post qualification and award shall be governed by the provisions of RA 9184, and its implementing rules and regulations.

The Tourism Promotions Board assumes no obligation whatsoever to compensate or indemnify the bidders for any expense that they may incur in the preparation of their bids. The Tourism Promotions Board also reserves the right to reject any of all bids to waive any defects found therein and to accept the bid most advantageous to the government.

TERMS OF REFERENCE (TOR)

I. Philippine Presentation:

Launch of the new Department of Tourism 2010 Philippine Brand Campaign.
1. Date  :  November 4, 2010
2. Time :  7:00 p.m.
3. Venue  Oceana Event Place, San Miguel by the Bay, SM Mall of Asia
4. Invitees Government Officials and members of the Travel Trade Sector (Hoteliers, Airline Representatives, Restaurant Operators etc..) plus Media Practitioners
5. Program Sequence Welcome Reception
- Opening of Program
- Welcome Message
- 3D Animation (1 minute)
- Opening Fireworks (1 minute) aerial display)
- Unveiling of Brand/logo (with pyrotechnics effects)
- Cocktails with 30 minute entertainment/production number
- Farewell Reception
 

II. Technical Requirements:
1.  Must be Filipino owned, operated and legally registered Pyrotechnic Company under
Philippine laws; 
2.  Must have minimum of 5 years experience in pyrotechnic Ground and Aerial Displays;
3.  Must have a computerized firing system (ie Fire 1 system or pyro digital system); 
4.  Must have participated in international competitions and preferably received top awards/recognition in this field and must submit list of international pyrotechnic contests participated in and awards received;
5.  Must be duly accredited with the SM Mall of Asia (since the venue for the fireworks display is within the SM area of jurisdiction) and have had previous experience in staging fireworks display within the SM Mall of Asia area and must submit a list of pyrotechnic events successfully staged within SM Mall of Asia area;
6.  Must have the necessary permits from the Philippine National Police (PNP) both local and national, Philippine Coast Guard (PCG), and Bureau of Fire Protection (BFP) and the Pasay City Hall.
7.  Must have a good pyrotechnic team with pyro musical programmer and technical persons in charge of synchronization and other manpower requirements needed in the fireworks display.
8.  Must be able to propose a new creative fireworks design 
9.  Company Profile; 
10.  CD of sample works 

III. Scope of Services:

1.  Creative conceptualization of the fireworks design 
2.  Provide and oversee and implement the following:  
  - Pyro aerial display (length 1 ½ minutes) 
  - Pyro effects or puro billboard display for the Philippine Brand logo 
3.  Create a Team (to oversee the set up, pyro musical programming and proper execution of the fireworks display). 
  3.1 Over-all Pyrotechnics Director
  3.2 Pyro musical programmer 
  3.3 Technical person for fireworks synchronization 
  3.4 Crew 
4.  Provide international standard/quality pyro materials that will display spectacular aerial fireworks; 
5.  Provide a barge/tugboat for the set-up of the fireworks

a. ELIGIBILITY DOCUMENTS

Class "A" DOCUMENTS 
  Department of Trade and Industry (DTI) business name registration or SEC Registration Certificate, 
Valid and current Mayor's permit/municipal license 
Statement of ongoing and similar completed government and private contracts for the past 2 years, including contracts awarded but not yet started 
  Audited financial statements, stamped "received" by the BIR or its duly accredited and authorized institutions, for the immediately preceding calendar year, showing among others the total assets and liabilities. 
  Duly signed computation of NFCC or a commitment from a licensed bank to extend to him a credit line if awarded the contract or a Cash deposit certificate 

Class "B" DOCUMENTS 
  Valid joint venture agreement, if applicable
  Phil-GEPS Certificate of Registration

b. TECHNICAL DOCUMENTS

  Manpower requirements per attached Terms of Reference
  Omnibus Sworn Statement

Prospective bidders should submit one (1) original copy/certified true copy and one (1) copy of the eligibility documents.
